The Constitution expressly authorizes the Senate to amend revenue bills that originate in the House just as the Senate can amend any other House bill in their possession (i.e., that the House has already passed and sent to them). That's why the ultimate vote in the House wasn't "on final passage" but "to concur in the Senate's amendments."

I don't know that much about Bill Clinton so I can't say much about him. But can you honestly sit there and think Obama will make a good president? First of all he wants to raise taxes to make a National Health Care thing or another.. This plan is ridiculous. And it was a regulatory bill passed in 1994 under the Thomas Foley led Congress that was immediately dismantled in 1995 by the Gingrich led COngress, and has been upheld until the Democrats regained control of Congress and passed it this year. I agree with you. The great ones could say more with the spaces in their music than most could say with a hundred notes. I learned that lesson early on in my own career by listening to people like Miles & Basie.Sometimes it takes a lot of courage to just play nothing for a few bars. This is sort of a problem with all popular music; the fact that people who can play instruments and perform well often can't write good music and vice versa. Also people who have skills either instrumentally or vocally tend to want to brainlessly show off their skills by playing a ton of notes really fast for no reason
