seeing as the chimes are a sound effect and more than likely not actually copyrighted by any givin individual or group, it would not be. however if it were copyrighted, seeig as this is an official video made by younha's record label and whatever production company affiliated with it, they would get permission to use that copyrighted material. not to mention the fact that younha is the one that sings/performs the material, not ddecides what goes where in the video, that's left to the director.
