Yes there is. I didn't like the actually anime series much but I adored the OVA. It was obvious she felt something for him when she thought she was going to lose him because of that one Shinma and she fought to get him back. And as for what I recall of the explanation for the lack of the mask in the series was that he went from being her 'servant' to being her 'companion.' so I do believe there is something between them.

I think I can clear this up. In addition to the lengthier manga that is fairly close to the story we see in the anime, there's a one-volume manga version of the movie story where Touga and Utena are in love, similar to the, well, movie plot, where he's a ghost and they used to date. They really do have an extended ghostly love scene before Utena decides it's time to stop living with illusions, and escapes the school with Anthy.
